Understanding PPWR: What UK Exporters Need to Know About the EU’s New Packaging Rules

The EU Packaging and Packaging Waste Regulation (PPWR) is now in force, bringing a new era of packaging compliance for any business placing packaged goods onto the European market.

To help businesses navigate these complex changes, we’ve created a practical six-page PPWR guide that explains what applies now, what is coming next, and where responsibilities sit within the supply chain.

One of the most important messages within PPWR is understanding who the “manufacturer” actually is.

In many cases, it is not the packaging supplier, but the business that fills, brands or places the packaged product on the market under its own name or trademark. This distinction is critical because the manufacturer is responsible for conformity assessments, technical documentation and signing the Declaration of Conformity.

Although PPWR officially came into effect on 12 August 2026, compliance is not a single deadline.

Requirements will continue to phase in through 2028, 2030 and beyond. Immediate priorities include meeting PFAS restrictions for food-contact packaging, complying with heavy metal limits, maintaining technical documentation and ensuring proper manufacturer identification. Future milestones will introduce stricter recyclability standards, recycled-content targets, packaging minimisation requirements and transport packaging reuse obligations.

For many businesses, the biggest challenge will be preparing for 2030.

Plastic packaging will need to achieve minimum recycled-content targets, packaging formats will be graded on recyclability performance, and e-commerce, grouped and transport packaging must meet new empty-space reduction requirements.

Businesses that begin reviewing packaging specifications, collecting material data and identifying high-risk packaging formats today will be in a much stronger position when these obligations become mandatory.
